The problem
Odoo only records the moment a user last logged in — not whether they are actually using the system. A user can log in once and go quiet for weeks, while another stays signed in for days with no record of continued use. Administrators paying per active user have no reliable way to see who has really gone dormant.

Last login only records the moment a user authenticates. Last Active is updated by real activity — any authenticated request — throttled to at most one update per configurable window, so it reflects genuine, ongoing use of the system.
