The problem
Odoo licensing and hosting costs scale with the number of internal users, yet Odoo ships with no way to cap that count. Anyone with user-management rights can push the seat total past what a partner has billed or a budget allows, and the first anyone notices is a licensing true-up or a surprise invoice. Editing odoo.conf is invisible to the non-technical admins who actually own the budget, and it gives no runtime feedback about how close the database is to its limit.
The solution
Internal User Seat Limit lets a role-authorized admin set a global cap and, in multi-company databases, a separate cap per company — directly from Settings. It blocks internal-user creation past the cap with a clear message, shows live capacity everywhere it matters, warns before the wall at a configurable threshold, and keeps an audit trail of every limit change and blocked attempt for compliance.

Global & Per-Company Caps
Set one database-wide limit on internal users, plus an independent limit for each company in a multi-company group. Both are enforced together, so subsidiaries can be allocated their own seat budgets.

Role-Based Admin Authority
Who can view and change seat limits is governed by an Odoo access group, not a hardcoded admin email — so delegated admins and shared accounts work exactly as in the rest of Odoo.
